Punjab Sale Deed Fee Calculator 2025-2026: Your Guide to Property Registration Charges

The process of buying or selling immovable property in Punjab, Pakistan, requires navigating a mandatory set of fees and taxes applied by the Provincial Government and the Federal Board of Revenue (FBR). These charges, which constitute the total cost of your Sale Deed registration, vary based on where your property is situated, your tax compliance status, and the official valuation.

Our comprehensive Sale Deed Fee Calculator is your essential tool for achieving financial clarity. Designed for all districts in the province of Punjab, this calculator provides an accurate, transparent, and instant estimation of every required charge for the fiscal year running from 1st July 2025 to 30th June 2026. Use this powerful tool to streamline the financial planning for your property registry completion.

Understanding Property Valuation: DC Rate vs. FBR Rate

The complexity in calculating property tax and fees in Punjab stems from the dual valuation system. For official documentation, the property value is assessed using two rates, and the calculation of federal taxes (FBR) is always applied to the higher of the two figures.

  1. District Collector (DC) Rate: This is the minimum official valuation for land, set by the Deputy Commissioner’s office and varies by locality and district across Punjab.
  2. Federal Board of Revenue (FBR) Rate: This is the official Fair Market Value (FMV) determined by the FBR, also varying by location.

Essential Inputs for an Accurate Calculation

Our registry fee calculator requires the following property-specific details, as they directly impact both the land and construction valuation components:

  • Property Area and Type: Specify if the property is a Plot, a Whole Building, or a specific floor (Ground, 1st, 2nd, etc.).
  • Dimensional Conversion:
    • Total area in Acre, Kanal, Marla, and Square Feet.
    • The local standard for Square Feet in a Marla for precise area conversion.
  • Area-Specific Rates (Crucial for Punjab):
    • The prevailing DC Rate per Marla and Constructed Value (Malba) per Square Feet for your specific area. To find these rates from the official website of the Government of Punjab, Click here.
    • The official FBR Rate per Marla and Constructed Value (Malba) per Square Feet for your specific area.
  • Construction Details:
    • Total constructed area in square feet.
    • Number of floors constructed.
  • Map Availability: Is the official, registered property map (Naqsha) available? (This determines the seller’s Map Fee).

Detailed Breakdown of Buyer’s Registration Fees

The provincial fees and the FBR’s Advance Withholding Tax fall on the buyer (transferee) and are calculated on the total property value (land value + constructed value).

Provincial Government Fees in Punjab

These rates are uniform across Punjab but are calculated based on the area’s specific DC/FBR valuation.

  • Stamp Duty: 1% of the total land value including constructed value. This is the primary provincial charge for legally executing the sale deed.
  • Corporation Fee: 1% of the total land value including constructed value, payable to the local Municipal Corporation or District Council.
  • Additional Registration Fee (ARF):
    • Rs. 500 if the total land value is less than or equal to Rs. 500,000.
    • Rs. 1,000 if the total land value is above Rs. 500,000.
  • PLRA Fee (Punjab Land Records Authority):
    • A fixed fee of Rs. 3,300 if the total land value is below or equal to Rs. 3,000,000.
    • 0.1% of the total land value if the value exceeds Rs. 3,000,000.
  • Local Commission Fees: A combined charge of Rs. 5,100 (Comparison) and Rs. 6,100 (PLRA Local Commission) is payable only if a local commission is appointed to verify the transaction. This fee is entirely exempted if both the buyer and seller personally appear before the Sub-Registrar’s office.

Federal Government Tax for Buyers: Advance Withholding Tax 236-K

The buyer must pay the Advance Withholding Tax under Section 236-K, which is collected by the Provincial Government on behalf of the FBR. It is applied to the total property value (the higher of the DC or FBR rate).

Optional Input: The user’s tax status determines the rate. The calculator allows the user to select Filer, Late Filer, or Non-Filer.

Property Value (Higher of DC/FBR)Filer (Approx.)Late Filer (Approx.)Non-Filer (Approx.)
Up to Rs. 50 Million1.5%4.5%10.5%
Rs. 50M to 100M2.0%5.5%14.5%
Above Rs. 100 Million2.5%6.5%18.5%

Detailed Breakdown of Seller’s Taxes and Fees

The seller (transferor) is liable for the Map/Naqsha fee (if the map is not approved) and the mandatory Property Gain Tax (Capital Gains Tax).

  • Map/Naqsha Fee: If the registered map of the property is available, this fee is waived. If the map/plan (Naqsha) is not registered or available, a penalty equivalent to 2% of the total land value shall be applied.
  • Property Gain Tax 236-C (Capital Gains Tax): This Advance Income Tax under Section 236-C is deducted from the seller. It is applied to the total property value (higher of the DC or FBR rate).

Optional Input: For precise calculation of the seller’s final FBR liability, the user can input their percentage share in the property (e.g., sole owner, 30% share) and select their tax status: Filer, Late Filer, or Non-Filer.

Property Value (Higher of DC/FBR)Filer (Approx.)Late Filer (Approx.)Non-Filer (Approx.)
Up to Rs. 50 Million4.5%7.5%11.5%
Rs. 50M to 100M5.0%8.5%11.5%
Above Rs. 100 Million5.5%9.5%11.5%

Note on Capital Gains: Section 236-C is a withholding tax applied at the time of transfer. For properties held for an extended period, the final Capital Gains Tax calculation is more complex, factoring in the holding period. Consult a tax adviser for definitive CGT liability.

🛑 Official Disclaimer and Validity Note

This Sale Deed Fee Calculator is based on the fee and tax structure valid for the fiscal year:

1st July 2025 to 30th June 2026

While the provincial rates (e.g., Stamp Duty at 1%) and federal tax percentages are generally consistent across Punjab, the base valuation (DC and FBR rates) varies significantly by district and locality.

Users are strongly advised to:

  1. Use the correct, current DC and FBR rates for the specific street/area of their property.
  2. Verify the final calculated amounts with the relevant local Sub-Registrar’s office, Patwar Khana, and FBR officials before finalizing any transaction, as official rates and structures can change due to government circulars.
